Short answer
It depends on the pool wall height. Under the 2021 pool code that Upper Providence Township cites, an above-ground pool whose walls are under 48 in needs a separate 48 in barrier. A pool with walls 48 in or taller can usually serve as its own barrier if the ladder or steps are removed or locked when the pool isn't in use. Limerick's zoning says the same about 4 ft pools and locked ladders. Royersford Borough's rules we haven't verified, so we confirm them with the borough.
Which rules apply to a Royersford address
Royersford split off from Limerick Township in 1879, and the 19468 ZIP still covers both, plus part of Upper Providence Township. Here's what we've verified for each.

When the pool wall is the barrier
A 48 in or taller above-ground pool wall can act as the barrier on its own, because the wall itself is hard for a small child to climb. The weak point is the way in. That means one of these:
- A ladder that flips up and locks, or lifts out and is stored away when the pool isn't in use
- Steps or a ladder enclosed by a short section of fence with a self-closing, self-latching gate
- A deck with a gated top of the stairs, built so the deck itself meets barrier rules
Measure the wall height from the ground outside the pool, not from the deck or a raised pad. A pool that's 52 in tall but set partly into a slope can be well under 48 in on the uphill side.
When you need a separate fence
Shorter metal-wall and soft-sided pools often fall under 48 in. In Upper Providence those need a 48 in barrier around them. In practice that's either a fence around the pool area or a fence around the whole backyard with pool-rated gates.
Two other options sometimes come up:
- Barrier mounted on the pool wall: pool-top fence kits can bring a short wall up to height. Skippack Township's pool guidelines, for one, allow no more than 4 in of clearance where a barrier sits on top of an above-ground pool, so the kit has to fit tightly.
- Fencing the yard instead: if you're fencing the backyard anyway for a dog or privacy, a 4 ft or taller fence with pool-rated gates can do both jobs, as long as the house doors that open into that yard are addressed too.
Before you set the pool down
- Check setbacks. Limerick wants 10 ft from side and rear lines for the pool and its equipment; Upper Providence starts at 5 ft.
- Stay out of easements, floodplains and wetlands. Upper Providence's handout says pools, fence barriers and filters must be kept out of all of them. Parts of Royersford sit low along the Schuylkill, so check the floodplain map for your lot.
- Get the permit. Upper Providence requires a building permit with a plot plan before work starts.
- Plan the fence and gate before the pool arrives, so the gate swings the right way and the latch height works.

Common questions
Does a temporary inflatable pool need a fence?
It depends on depth and how long it stays up. Upper Providence's rule starts at a 24 in wall height. Check with your township before buying a large one.
Does Limerick require a permit for the pool fence?
Limerick's permit rules for fences aren't clear from the code we read, so we confirm with the township before quoting. Ask about the permit for the pool itself at the same time.
Can I use my existing 4 ft chain link yard fence as the pool barrier?
Possibly, if it's at least 48 in tall and its mesh, bottom clearance and gates meet the pool rules. Limerick's 2 in opening limit is tighter than the 2-1/4 in mesh that's common on chain link, so check that one closely.
