
In Pennsylvania, a residential pool barrier is inspected against the pool code your municipality enforces under the Uniform Construction Code. The details can differ with the code edition and your township, but the core requirements are consistent, and we build to them.
Pennsylvania pool barrier basics
- Barrier at least 48 inches tall, measured on the side away from the pool.
- Openings small enough that a 4-inch sphere can’t pass through; chain link mesh no larger than 1¾ in.
- Limited clearance at the bottom: no more than 2 in over soil or grass, 4 in over a solid surface.
- Gates open outward, away from the pool, and are self-closing and self-latching.
- If the latch release is less than 54 in above grade, it goes on the pool side of the gate.
Your municipality’s inspector has the final word, and some townships add their own pool-fence rules. We confirm them before we order materials.
Local pool-fence rules we’ve verified
- Pottstown Borough: A pool area must be enclosed by a fence or wall.
- Douglass Township (Berks County): Pool fences at least 4 ft.
- Amity Township: Pool fences at least 4 ft with gaps no more than 2 in.
- Exeter Township: Pool barriers at least 4 ft with no opening over 4 in.

Can my house wall be part of the pool barrier?
Often yes, but doors and windows that open to the pool area then need alarms or other protection under the code. We’ll walk through your layout at the estimate.
Does an above-ground pool need a fence?
It depends on the pool wall height and how you get in. An above-ground pool with a wall at least 48 in tall and a removable or lockable ladder may count as its own barrier. Your inspector decides, and we’ll help you plan for it.
Do I need a separate permit for a pool fence?
Sometimes. New Hanover Township, for example, requires a building permit for a pool fence on top of the zoning permit. We check and file whatever your municipality requires.
